Senegal has signed and ratified several international conventions that support the prevention and protection of the rights of women and children, including one on the Elimination of All Forms of Discrimination against Women (CEDAW), that relating to child rights (CRC), the African Charter of human rights and peoples...
Internally, the new constitution of 2000 and the provisions of the Law of 29 January 1999 amending the Penal Code specifically legislating on violence against vulnerable groups were adopted in the same direction.
Despite the existence of these provisions, the Senegalese society is still marked by increasing violence of several kinds exerted on women and children.
Victims who had adopted the culture of silence because of cultural constraints dare now speak with the support of women's associations and NGOs which one of the precursors is the Committee for the Fight against Violence against Women and Children (CLVF).
The CLVF was created in 1996 following the case of a woman by the name of Fatou Dieng, victim of domestic violence with a rare atrocity.
Outraged by the inhuman treatment she had suffered, associations and NGOs for the defense of human rights and promotion of women, supported by the media and lawyers have formed a support committee Fatou Dieng. Several events were organized then including a walk on domestic violence and a forum in Diourbel.
It took eight months of flawless mobilization and solidarity around Fatou Dieng to last the court Diourbel judge and condemn her husband (a Colonel of retired army) to one month in prison and to pay a million francs in damages to his wife.
