    The ARMP is an independent administrative authority with financial autonomy and management. Its headquarters are in Dakar. Regional offices may, where necessary , be established, on deliberation of ARMP Regulatory Board.

    Missions

    ARMP's mission is to ensure the regulation of the procurement system of public procurement and delegation of public service agreements. This regulatory mission is to issue opinions, proposals and recommendations in the context of policy definition and assistance in the development of the regulations on public procurement and public service delegations to contribute to information, training of all the actors of public procurement, the development of the professional setting and performance evaluation of players procurement system, execution and control of public procurement and delegations public service, run surveys, implement procedures to independent audits, to sanction irregularities, to proceed with the non-judicial settlement of disputes arising in connection with the procurement and delegations public service, or to provide advice in the settlement of disputes arising in connection with their execution. As such it is responsible:
    - To identify possible weaknesses in the Procurement Code and propose, in the form of opinion, proposal or recommendation, any legislative, regulatory, such as to improve the system, in the interests of economy, transparency and effectiveness;
    - Driving the reforms and modernization of procedures and procurement tools and public service delegations; promote and ensure the implementation by all stakeholders of the system of ethics measures and integrity pacts to outlaw corruption; study the impact of public procurement and public service delegations to the national economy;
    - Initiate the drafting and validation in collaboration with the central entity responsible for controlling public contracts and public service contracts, competent ministries and professional organizations and civil society, the regulations relating to implementing legislation public procurement and public service concessions, in particular, standard documents and procedures manuals;
    - Disseminate regulatory and ensure publicity of information about public procurement procedures and public service delegations, proceeding to the publication in its own information material, advice tendered national and Community, the results of the awards, amounts and time frame contracts and conventions;
    - Ensure, through its advice and recommendations to the implementation of regulations and procedures for the award of public contracts and public service contracts, standard documents and contribute to fostering an enabling environment transparent to the game competition and business development and stable and efficient national competencies;
    -d'initier any investigation relating to irregularities or violations to Community rules or national committed in public procurement and public service delegations and to the relevant authorities, community or national of any infringement; as such, the ARMP is entitled to sue under its mandate to ensure compliance with all of the regulatory system involved in public procurement, public service delegations and including to outlaw corruption and to receive requests for investigations initiated by the UEMOA Commission for breach of competition rules in the context of procurement procedures; These investigations are carried out by agents of the ARMP sworn including recruitment, status and powers are determined by decree;
    -To Enter or attend, as an organ of liaison Community institutions of the WAEMU, the WAEMU Commission, within the framework of multilateral surveillance in public procurement and public service delegation;
    - To carry out technical audits and / or financial to control and monitor the implementation of regulations concerning the award, execution and monitoring of markets and conventions; in this context, the ARMP command at the end of each financial year, an independent audit on a random sample of contracts and agreements, send the competent authorities referred to in paragraph 2.6 above cases of the violations of regulations and, prepare periodic reports on the implementation of the basic conventions on markets and realized investigations and audits which he is publishing and it also transmits said authorities;
    - Receive complaints relating to irregularities in procedure of public procurement and public service delegations and submitted to the Committee for Settlement of Disputes referred to in Article 31 of this Decree and any recourse to the effect, failing conciliation between the parties, determine any violation of EU and national regulations; penalize natural or legal persons offenders who have violated the regulations applicable to the award and execution of public contracts or public service delegations to temporary exclusions and / or financial penalties; maintain and publish a list of excluded companies; receive complaints relating to the execution of public contracts and public service contracts under the amicable settlement procedure referred to in Article 135 of the Code of public contracts.
    - Ensure control of companies and certification procedures, to participate in the development of standards, technical specifications, management systems of quality applicable to contracts and agreements in line with the Community harmonization scheme adopted in WAEMU; -to collect any documentation, statistics relating to procurement procedures, implementation or control of public contracts and public service contracts; to this end, the contracting authorities ARMP receives copies of notices, permits, records, evaluation reports, contracts and any activity report which it ensures the resilience and conservation in market-related archives agreements, subject to rejection by the records of monitoring body does not respect this formality; -to Ensure the editing and publication of a periodical aimed to inform the public of the ARMP activities and promote transparency in the public procurement system and public service delegations, procedures of award, control and audit; -to Provide information and outreach programs of economic actors on the regulation of public procurement and public service concessions, in order to increase their capacity; - Periodically assess the procurement system of procedures and practices of public contracts and public service contracts, initiate corrective or preventive actions for capacity building and professional framework thereon and to contribute to the planning and the organization of training and further training of stakeholders in the public procurement system in relation to the training centers and schools, at national, regional and international level to promote the establishment of specialized companies; -d'entretenir cooperative relations with international organizations active in the field procurement and public service delegation; -to convey to the President of the Republic, the Prime Minister, the Speaker of the National Assembly and the President of the Court of Auditors an annual report on the effectiveness and reliability of the procurement system, execution and control public contracts and public service contracts, with any recommendations to improve it. .
