Oumy Baye Gueye is a product of the National School of Administration (ENA). He was admitted to the Ena after obtaining a master's degree and a Master of Business Rights.
As another formation, the main civil administrator holds an international master's degree in international relations at the center of diplomatic and strategic studies in Paris. In 2011 he was awarded a master 2 in history and public finances. January 2012 to January 2015, the main civil administrator was head of Kaolack prefecture where he was recalled to replace Alyoune Badara Diop. Oumy Baye Gueye was, thereafter, prefect of the department of Dakar. He did, however, not last in this position. Appointments of 26 February 2016 have messed the territorial command was causing the assignment of Baye Gueye Oumy the Department of Rufisque.
In another, Oumy Baye Gueye is a member of the Consultative Assembly of the Supreme Court and the State Council and the friendly office of civil administrators.
